Here the situation turned in the opposite way, that is, the device is connected to an access point, but you cannot use the Internet. Most likely, you need to turn on sharing so that external devices can use the Internet.
Suppose all the necessary settings are specified on the command line, but an error occurs that the network cannot be started.
Most likely the reason lies in the driver of the Wi-Fi module. There are not many solutions to this problem. You can reinstall the driver or rollback it. You can also uninstall it, then restart the computer, the driver will be installed automatically.
Some faced the problem that the Internet connected via a 3G / 4G modem is not distributed from the Mobile hotspot.
It is clear that the connection is not recognized by this utility, it is recognized only by the software that comes with the modem.
The solution to this problem is this: remove all the programs that installed the USB modem and set up the connection using Windows 10, then you will connect as a mobile network.

At the same time, as I wrote above, I could not defeat this error on one computer. Although, there were all the necessary drivers in the device manager, and they worked. If you think logically, then the problem is definitely not the absence of a wireless adapter driver, because if there were no driver, then the Mobile Hot Spot tab would not exist at all. Just like the "Wi-Fi" tabs in the settings.
The problem must be looked for in the device manager. First of all, try updating the Wi-Fi adapter driver. Reinstall it by downloading from the manufacturer's website.
